So if Ottawa has backlogs, then instead of working on Jan, Feb 2019 applications they should start working on files which are pending for a long time. Though they have high number of backlogs, they are still issuing PPR for Jan and Feb 2019 applicants.

I hope immigration officials soon realize that there are a lot of people with various reasons who are waiting to get a final decision on their application (Positive or negative decision), so that they can plan their future accordingly. :(
I agree. It's just crazy how they have left so many people in the dark. But it depends on the visa officers. I guess some like to complete cases quickly and the lucky ones get PPR in 4 months the rest are just incompetent and and leave our files to collect dust.

Actually they have target and they are responsible to some extent to show movement on newer files as well which makes them work on some of new applications as well. Regarding timelines, yes they are running late and are unable to complete processing within specified timelines. I think they should now officially revise timelines on official website as well which will help reduce anxiety among applicants.

So I guess, this is where the "80% of applications are processed into 6 months" comes in to play. Honestly, that 80% numbers are really skewed.

I have been saying this for a few months that they need to make their revised timelines official. It could be a good start to update their website.

This is 100% accurate

100% accurate. I know my dad back home isn't doing too well and I want to plan to go home before it's too late to see him. And it's passed the 6 month mark for my husband and I for our application. Whether positive or negative we were hoping to hear by the 6 month mark..Now I can't even plan to travel in case cic request our passports.

I wonder if cic thinks we can control time or that we can buy time.

80% was accurate until March 2018 but after that things seems to have messed up at their end. Few months back they were shortage of employees and before that they introduced biometrics which again caused some changes to process. It will get back to normal timelines soon I guess.

I am in a similar situation. My AOR is 5th Apr 2018. My eligibility was marked Recommend Passed in the month of Apr 2018 and agent and officer notes have all positive comments. Then in the month of Dec 2018 they changed it to Review Required, without adding any comments/reason in GCMS. Now when I contacted them in Mar 2019 they told me that my application needs some additional verification and they cannot give a timeline when my file will be finalized.

Even I thought of withdrawing but its already been 13 months since I applied, so I don't want to withdraw now as there is no guarantee that I will get my application approved quickly in the next attempt.
I think you are under security screening.
If review required it doesn't take that much time.

They said I passed security in the month of Nov 2018. So I don't think I can be in SS now.
Oh my god so why 13 months that is scary our life in hold i hope they can find a way to finish the old applications before the new ones or they can stop inviting until theyre done with the backlog because this is people's future

Only because of this delay I have a lot of my plans on hold and its affecting my life a lot. Even if they have backlogs, they could have cleared it from 2018 first. At least for new applicants they can temporarily change the processing times from 6 months to 8 months. Then when the backlogs are cleared again they could have changed it back to 6 months.

After all that, when we call them, they act as if I am calling them after 1 month of AOR. Instead of me being frustrated, they get irritated giving me status of my application.
