I have Paralegal license, but currently i’m not practicing as a Paralegal and i am working as Legal Assistant in Law firm, will i get points for certificate of qualification

No - you won't. Certificates of qualification refer to trades such as electricians.

If i have provincial nomination certificate under international student stream, so can i use that provincial nomination certificate for express entry???? Please reply ASAP
