App. Package returned with Missing Photos

The application package of my friend was returned but all family photos are missing. It is an out bound case. It is costly to get new stamped photos from overseas.
Would she request the IRCC to look for her photos and send them back to her? or Would she request new stamped photos from overseas?

Harsh though it is, I would definitely get new photos done. The chances of CIC being able to find them is close to zero and you will only either get another returned pack if you send it back without them or several weeks delay with a probable returned pack anyway.
