No, that's definitely not true. Married, Irish husband, outland inside Canada, no dependents, no criminal record, etc etc, sent to LVO instead of CPC Ottawa (who was processing at the time). Ending up taking 11m. It is not at all uncommon for straightforward apps to be transferred outside of Canada. It's not just based on if you have a straightforward application, it depends on workloads of various VOs.
I see. Well for us February 2019 applicants, we can only stay positive :)
 
I'm in the process of changing my job, I had applied first week of Feb but haven't received an AOR. Should I inform them?

AOR1: Acknowledgment of Receipt (email saying they have your app) (generally first sent to sponsor and takes 3-4 months)
MR: Medical Request
SA:Sponsorship Approval
Medical passed
MIDI - CSQ: Ministry of Immigration, Diversity, and Inclusion - The Quebec Selection Certificate/certificat de sélection du Québec. (Quebec Only)
CSQ received (Quebec Only)
CSQ AOR (Quebec Only)
AOR2: Acknowledgment of Receipt at VO (Visa office of PA)
CSQ approval (Quebec Only)
BGC: Background check in Process
DM: Decision made
PPR: Passport Request
COPR ISSUED: Confirmation of Permanent Residence (document you recieve when you become a PR)
LANDED: Well you can imagine what this means

What is the full process of the file for spousal sponsorship (PR), for PA living outside the Canada??
And about how long each process takes?
I got my AOR1 on March 6/19 (it took 47 days)

My husband and myself applied end of Jan and they received our application early February.

We are currently living in Australia and have two children.

I am wanting to know if anyone has applied for their open work permit yet ? I just applied for mine, but now i am worried that i should of waited for the AOR?

Can anyone advise?

Hi i might be wrong but i think u can apply for open work permit if u are inland. Again i might be wrong

can anyone help please , how to check in ECAS, i have not received AOR yet,
U need to use client id, receipt number or application number and Last name and date of birth and country of birth
