If you already paid GIC and/or 1 year tuition fees then it is better to apply before April to be on the safe side.

If you have not paid anything then it does not really matter what you do, if you are sure you can get it done in this month the do it. Otherwise wait till official information comes.
I want to send a email resent request so i can the details of my personal information and investment account and instruction direction how i can do and what is the customer care number so i can ask them resent email request

You might want to contact the bank that you got the GIC from.

hey . ! i book an appointment for medical examination on 22 feb and i'll be lodging my file probably this month , however it is mentioned on various websites that the medical examination must be done one week before lodging the file . is this info. authentic or not

No, it will not have any impact but you need to follow instructions and guidelines as of the day you submit your visa application. If in May, it says that they need $20,000 GIC. You will have to show $20,000 in GIC. You should be able to add another $10,000 to your existing GIC hopefully, at least in Scotiabank as the system allows it. But again there's no official confirmation on any changes as of yet. Thanks.

Ye, there are various changes which were informed officially by the Philippines’ visa office in Manila today (March 1st)

- Online application only.
- Provide a GIC of $20,000
- Proof of one year tuition fee is not required.
- No change in the others.

You guys should wait for the official information in each country but this is trustable as well. There are some sources of information said that SDS will be expanded globally, which means the competition after graduating in Canada will get higher and higher after some years.

Is that announced officially on any website?
can you please send me the snapshot of this regarding same or any link which shows that it is official confirmation by Manila Visa Application Centre

As per the guidelines mentioned in the leaked presentation you don't need to pay 1 years tuition fees. Your college cannot access the GIC funds. The new guidelines do not require proof of tuition payment. You can in theory only get GIC and pay the tuition later according to the deadline set by your college/university.

As of now it looks like you will not need to pay 1 years tuition fee upfront in the new proposed rules. In fact they do not require proof of tuition payment. So, you need to pay only what the college asks you to pay. The minimum is one semester's fee in most colleges.
if the university asks for no fees before starting of the studies then can I apply the student permit with the no fees reciept ? I am accepted from a university in which fees deadlines are oct 1 for september 2019 and feb 2020 for january 2020

I would suggest you get the GIC before April and apply before April to be on the safe side. You have already paid the fees, so it would be safer to get the GIC and go for the visa now
do this changes apply to the University category? do rules of sds apply to the university category?

It is there on this thread, you can search for it. One is a screenshot of a presentation made to Agents, and another is a circular given by an agent in the Philippines.

If the rules change then yes, as of now in the old rules you have to pay 1 year's tuition fees. The rules have not changed as of now.
