My theory is that CIC has batch processes. For instance, i along with a whole bunch of people received MR on Feb 19. We (as in my wife, who is the PA) were unable to do the tests until Feb 25, prior to which a whole bunch of people got transferred to CPC-M (with medicals done and accepted). It may be possible we missed the deadline of transfer and that the transfer to any VO happens on a specific time interval.
I am on that Feb 19 batch and completed the Medical and received Passed status in GCKey on Feb 24 early morning . Still no Transfer mails nothing. But You are right they process in Batch .

It certainly does seem that they at least release the notifications in batches, given how many people received the medical request at the same time, and how many were transferred to CPC-M at the same time. But apart from that I don't know how much we can read into their processes. A lot of people were in fact transferred to CPC-M who hadn't completed their medicals yet, so I don't think there is actually a correlation there. My hunch is still that I am being sent (or have already been sent) to the local VO, the notifications for which are a lot more spotty. I guess we'll find out if we get included in the next batch of notifications or not!

Are you (i.e. the sponsor) living abroad? If so, I suspect you'll be in the same boat as me. If you're in Canada, then I think you still have decent odds of going to Mississauga in the end after all (especially if your GCKey is already showing background check in progress). As usual, these are just my guesses though! :D
I live in Canada and am a Canadian citizen but I am excluded from the batch. However, my spouse is not from a visa-exempt country.:D

You're all trying to figure it out, but the reality is: there are two big buttons, the red one with "NDVO" and the green one with "Mississauga" on it. Gary, yawning and leisurely coming to work, flips a coin. Heads? A fist hits the red button. Tails? The green button is in action. And then he smiles, thinking how many people try to figure out his "sophisticated" algorithm.

I am a sponsor in Canada. My GCKey shows background check no started.

If anybody who's received confirmation that their application has been moved to the VO can fill out the following form so we can try and trend what causes CPC-M transfers:

You think Gary flips a coin... he has this to work for him:

Hahaha, that is really funny. But I would like to use Yellow and Orange colored buttons to cheer myself up:p

Yes, to be clear: I was not saying all sponsors who live in Canada have their apps sent to CPC-M, I was saying all apps sent to CPC-M have sponsors who live in Canada. ;)
