Hi All,
Long time lurker, first time commenter

My mom's visa application was refused for the 2 reasons:
  1. Family ties
  2. Current Employment situation
We applied for her to come visit me for 2 weeks to attend my graduation.

Background
My mom is an Ethiopian citizen living in Italy. She has been there for 20 years. She has worked for the same company for 15+ years. She doesn't have any other family there. She has been to the US to visit family more than once. My father and I live in Canada, and my parents have not been together for 15 or so years.

For the first application we submitted the following:
  • her bank statement
  • her pay stub & contract for work
  • Letter of invitation & support from me

How can I address the 2 issues when we reapply?

2. Is her employment permanent or a contract? Does it pay well? Does she have financial investments?

3. What other ties can she demonstrate to Italy?

1. She's not retiring anytime soon. Maybe 20 years
2. Her employment is permanent. It doesn't pay well. ( that probably the reason they stated employment )
3. Other ties might be that shes involved with her church. Not sure how in depth that involvement is tho.

She must include:
1. Work contract (hope that is not expiring soon. If that's the case, she must have it renewed before she reapplies)

2. Leave approval letter from her employer + pay stubs + tax returns + bank statement to which her salary is credited + evidence of 1-2 critical work commitments after her scheduled visit... basically, the idea is to prove that none of her work colleagues can do the work she does + her employment pays her well enough for her to return to Italy.

This is a negative. As her employment does not pay well, it is presumed that she has no financial incentives to return to Italy + she cannot afford the visit.

She would also want to prepare a detailed day-by-day visit plan with expense estimates + prove she can afford this plan and the airfare.

Your invitation letter would mention that you would like to gift this holiday to your mom + you would really want her to spend X days with you and your family for a family reunion + you would like her to see Canada/how you live and work, etc. A bit of an emotional touch, nothing OTT.

Has your mom traveled to other visa-required countries (even on the back of her EU long term residence permit)?

A question: Why has your mom not applied for Italian citizenship yet?

Thank you for the detailed response.

She was missing a letter of approval from her employer on the first attempt, as well as me offering to "gift" the trip to her. My letter was also very technical and not emotional at all. She don't have other sources of income, but I hope me offering to pay for everything will help.
She has traveled to the US before, and still has a valid multi-entry visitors visa.

I'll take your feedback and try again. Does it matter how soon we try again?

I think she just never considered it. She never thought she would be there that long.
 
I agree with others.
Wait and apply at list 6 months after.
She need to have strong proof of income as an adult. Up to $ 20.000, because even though you're offering to pay for her still she need to have her strong financial ties.
You don't have to be emotional on your invitation letter, be real and tell them the real reason. She has a good reason to visit her son.
Does she pay taxes in Italy?
 
$20000 is probably too much and not realistic on minimum wage. If she had closer to 10K for a short trip. The big issue will be that you are in Canada and it doesn't seem like she wants or had planned to be in Italy for the longterm. I assume she was likely an asylum seeker at one point. The big issue will e showing lots of proof that she has to return to Italy after your visit.
