2 questions and some history

Good morning, afternoon or evening to anyone who takes the time to come into this thread, and thank you in advance to anyone who will be replying.

A little history first:

• My wife and I first started dating back in 2004.
• That of course includes ton of photographic evidence, phone records, friends & family knowing etc.
• We have now been married (married on Canada day!) since 2013.
• We have 2 awesome children together (2 boys, 2 years & 1 month).
• I am Australian by birth, my wife is Canadian by birth
• Both of our boys have Canadian passports/citizenship.
• We have both been living in the UAE since 2010.
• I lived in Canada for 12 months 2005/2006.
• She has lived in Australia.

We will be leaving the UAE in July of this year and I wish to apply for PR to Canada. We have tons of forms printed which we have checked and re-checked but still have 2 questions that we can't seem to get answered. So if anyone would be so kind, they are below.

• Which form do I use to apply for an Open Work Permit? IMM5710 Application to change conditions, extend my stay etc. seems to be geared towards people who are already in Canada, which we are not, and IMM1295 Application of work permit made outside Canada seems geared towards people only seeking temporary employment. I just want to be able to work while my PR application is processed.
• On application IMM1344 Application to sponsor it asks if there is a co-signer, is a co-signer needed or recommended?

You need to apply inland and already be in canada ti get the owp. The programne does not extend to outland applications.

There's no way for you to get a work permit if applying outland. If you apply inland - go to Canada normally as you're visa exempt and then do an inland application - you can apply for the work permit with that application to change conditions form.

Cosigners aren't for spousal sponsorship. Cosigners are used in other family sponsorships. Let's say you wanted to sponsor your parents, but your income alone wasn't enough for it so your wife cosigns the application so that effectively you both sponsor your parents. That's what cosigners are for.
