I just got married and I'm applying for sponsoring. However, we married a religious leader registered by the Quebéc government, but we have already asked for the marriage certificate for the government, but it is taking too long. Maybe another 15 business days. I will also apply for the work visa, and this delay in issuing the wedding certificate is delaying for me to send the papers and I need to start working. Is there any other proof of marriage that I can send and they will accept it?

You need the marriage certificate. If you send the application without the marriage certificate there's a good chance your application will be returned as incomplete. You'll have to wait.
