You are absolutely right. It's hard to say a single criteria wch ircc follows. Ppl with AOR got ppr request yesterday. I think only MEP timeline is same for all. Next is luck and of course IRCC
It is all definitely just luck.

I just got to know today that nothing on my application has started yet and my estimated completion time has changed to June 11,2019. So basically I will have a month delay :(

No I haven't and I just got off phone from an IRCC agent and she advised me to wait till I get notified for RPRF

You can still pay RPRF without being asked to, so it will avoid any further delays. I think it's all about luck. I gave up trying to understand ircc methods.

The agent I talked to on the phone said, I can but suggested I wait for the RPRF notification. It generally means your application is close to completion and RPRF doesn't affect any delays.

Yes, the agent asked me to wait till I get notified to pay for RPRF. That usually indicates that application is close to completion.

I'm not sure how true this is but that is what she said!!
