So I'm from Belarus and I'm in the process of immigration to Canada. Haven't properly seen my family in over 5 years. I got my PR last year and we decided to finally have a meet-up somewhere in between (Egypt or something).

Problem - we have mandatory army service in my country and since I left before I turned 18, I'm not in the best standing back there. My passport expired last year and I was refused remote extension, not until I'm 27 at least. And I'm pretty sure you need at least 3 years of RP to just apply for citizenship.

So my question is - is there some sort of document I can apply for to use instead of my passport (I've looked into PR Travel Document, but I don't think those work quite like that) or would we have to move our meeting to either Canada or somewhere in US, like Hawaii or something (I assume I can use my PR to enter and leave US as much as I'd like?)

You will need a passport from your home country to travel anywhere, including the US. Even Canadians need a passport (or NEXUS) card to get into the US.

You need your passport to travel anywhere outside of Canada.
You cannot travel to US using your PR card. If your passport is not visa exempt for US travel, you also need a visitor visa plus your passport to enter US.

You can apply for a Certificate of Identity. This is a travel document issued to non-refugee PRs who are stateless or cannot obtain a passport from their home country. As you were already refused a passport for your home country, I would say you have a good chance of approval. Note that not every country accepts the Certificate of Identity as a travel document, so you would need to look into where you could actually go. https://www.canada.ca/en/immigratio...avel-documents-non-canadians/eligibility.html
