Travelling while its on process

Hi! We do really need a help. My sister and niece (Filipinos) are applying for Visa here in Philippines (for permanent residency in Canada). Their application is still on process and they’re waiting for the result. We are planning to have a short vacation before they leave to canada (Manila to Singapore). Are they allowed to leave here in the Philippines while their application is on process or approved?

Yes. If you are a genuine refugee why leave the country you are seeking protection from? How are you unsafe in Pakistan if you are in UAE. Asylum is not a free and easy ticket to gain status in Canada.
