It should work. I was able to link my OWP by following more or less of these steps.

Hi, did you get an email when it was approved? Or you just check CIC and saw it approve? Mine just changed to we are reviewing...OWP approved. October 2nd applicant. Congratulation people. We did it!

When did you apply and when was your AOR received?
Wow yours is moving along nicely. I applied Oct 4th (though the CIC page says Oct 3rd?) AOR received Oct 30th. Starting to get edgy as it seems most people who applied the same time as me are at least onto the OWP reviewing stage.
I was suppose to be a SEPT applicant but I missed a signature with the Schedule A and along that noticed that I was missing few documents so now I’m a OCT applicant. Hopefully everything will move smoothly and OWP will be approved! Good luck to you

Nope. They only send you an email when you actually get the 'In Canada Approval Letter'.
