hello everyone,
Am writing this regard certificate of Qualification. I have certificate of Qualification for operation in training for water and waste water treatment and I had applied for Canadian PR under CEC and received invitation recently. My job NOC is 2221 and COQ noc is 9243. When am applying in my profile I choose yes for certificate of Qualification and received 50 points and my score reached 490 ,without COQ also am with total of 440 and received my invitation at 439. Recently I heard someone in my friends group got query on this asking it does relate to the course. Now my issue is I still did not submit my documents and am in confusion state to apply with this document or not.
Is there any chance to update my profile without this document where still I will be above the draw points .
Please help me in this I have more 20 days to submit the documents.

I was confused too. But what do you mean as "Recently I heard someone in my friends group got query on this asking it does relate to the course?". Did you paid OIT's examination included in your'e tuition fee or you paid separately?? On top of this did your'e college mentioned this course in your'e transcripts?? Did your'e college charged you extra to teach this course?? Now I'm scared..

As of my knowledge when CIC started very first FST program which is majorly based for Major Group NOC codes they have indicated NOC 9243 in trades program. Under this program all the major group or COQ trades were only included. In directly NOC 9243 is a Skilled Trade in Canada which needs to have a COQ to work/practise in this trade. As per our certificates they are stamped by "Ministry of Environment & Climate Change of Ontario" though OWWCO conducted and issued licenses. OWWCO is only board assigned & authorized by Ministry to issue licenses to this trade. I guess, this certificate was issued by federal authority. Unless you really contact your'e friends group what exactly has been happened or questioned you wouldn't fetch more than this on this trade.

Hey I am taking environmental technician and graduating this April and I do have an OIT and I have a job as a waste water operator so can I put file in CEC after getting one year experience? Can I count OIT as a COQ? I don’t think OIT is COQ because it is very easy exam and anyone can write it without any previous qualification. Does CIC ask for class 1 ceritifcate to work in this trade?

Okay So finally, I'm eligible to answer this question - this couldn't be straight answer so please try to understand and precisely explain your'e self to IRCC why you claimed this 50 points against this licenses. Definitely it can't be a no because, there are few strong points to explain this -

1) NOC 9243 - is declared as a regulated job in Ontario along with all other provinces in Canada and hence regulated by Ministry of Environment and Climate Change
2)Express Entry / IRCC - this Organization is federally operated not provincially that doesn't means as they don't support provincial rules. So they majorly do consider jobs.gc.ca to declare does an occupation was indicated in regulated trade or not just in Ontario College of Trades.
3)NOC Classification - Under 2016 NOC classification still this NOC has first two digits with 92 which is under major skilled trade as per federal classification.
4)Unlike to any other certification issued by Ontario College of Trades (by which means of way you'll get COQ considering your'e credentials & work experience) So what happens if the trade is not regulated by this? Keep in mind that your'e getting licenses from provincial body itself however, it's not like every body do get in a regular way.
5) May be there are lot ways to get this certificate from OWWCO but, you're not eligible to write OIT examination without showing valid proof of your'e enrolment in Ontario college that teaches you about it by having maths in good standing. So this is not something like a computer science guy walk-in and write this exam to get these licenses. Though he does he should defy himself as how he/she deserved that 50 points in IRCC.
6)Majorly as per COQ definition by IRCC two steps as proves a person is qualified to work in this trade by passing a certification exam and should meet all requirements to practice this trade. So with OIT's yes you fulfilled these two steps.
7)Ontario College of Trades is the crucial in Ontario to issue COQ - IRCC clearly mentioned as body that governs this trade will issue certificates. If you keenly follow IRCC links you'll get to know or is mentioned as Ministry is also considered as governing body. Hence 50 points were given by IRCC so I preferred IRCC methods and explained my self with all of this information that I had gathered.
8)Always keep in mind IRCC officer should be satisfied that you deserved to have this certification in this trade may be past studies that support in relate to this not just plain explanation letter.
9)This trade is not something that you can start working from tomorrow without licenses. Yes you can but that will be only for under 6 months not forever thing to support your'e self as this trade was regulated. By all means please find differences between regulated and non-regulated trades as well. May be there won't be this NOC but go by definitions what they do mean and you'll understand it.

Best Wishes from me guys. Yes I did got 50 points and received my PR as well with the same. It all depends how your'e profile was structured.


Lack of proper information about this trade is leaving us confused. I hope it helps for following people as well.

However there's no proper definition for COQ in rest two programs than FST. Yes once it considered as COQ your'e eligible to get 50 points in CEC & FSW as well. This proves to an officer that you have extra skill scale factor.

Hi Pecxjj, you are right this NOC is very confusing because ontario trade college indicate that this NoC is not regulated and at the other hand job bank website indicate this NoC is regulated in Ontario. Anyway did you get 50 points just for having an OIT? As in next April I am submitting my profile under CEC and I have OIT in WWT and WWC, I am working as waste water treatment operator and have completed environmental technician course. Do you think I will get point in this course? As seniors from this website said that you will not get point for having an OIT.

What was your status, I mean job and study background?

After all, I do found the connectivity and clear up complete confusion of this trade. It isn't in Ontario College of Trades. Please do take a time to read this link carefully under
"Provincial and Territorial Designated Trades".

1)http://www.red-seal.ca/trades/tr.1d.2s_c.1n.1d.1-eng.html - it's clearly mentioned as "Not all of these designated trades are Red Seal Trades."


Hence this makes completely clear for most of future applicants. Kudos to me found after everything was cleared. LOL!!!

No I am not working for OCWA, I am working for a private company which deals with the waste water of various food industries.

Yes I am still confuse and afraid to say yes in my certification of qualification question, planning to call CIC in near future to get some more informations about this NOC, because I know someone who got query because of this OIT certificate and CIC didn’t consider it as a CoQ

I am in dilemma. I have OINP Nomination for paper based application and on the other side my Express entry score is 423 points and in this July my points will be 436 for second year work experience, my work permit ends in March 2020 . And I already applied for paper file federal but it will take 20 more months. I have degree in electronics and communication engineering in India and I did Diploma 2 yrs in electromechanical engineering technician 2 yrs in Canada. I work as Electromechanical technician in firm.
Now I heard about OWWCO (Ontario Wastewater certificate) that you get 50 points for it under express entry and you receive PNP with NOC code 9273 but I already have OINP paper based so can I claim 50 points for OWWCO Operator in training exam?

Unfortunately, this isn't possible. You should have a related background in this trade of NOC 9243. You should try for IELTS or can wait for PNP. Not much options I could see with information you provided. Like I mentioned in earlier posts this exam isn't something any one can able to walk-in and get 50 points. The main and crucial thing is how does this relate your'e education and present job? Check with other links someone got asked by officer. Though system will give 50 points most likely to get this(attached link) response for that. Of course, I wasn't sure about navreetbajwa profile.
