I wish I could understand why IRCC is so slow with the CEC stream. I applied for PR and got my AOR in July. Passed medicals on Aug 22, 2018. I have even seen several ghost updates but no PR. The most frustrating part is that I ordered for my GCMS notes in November to seewhat's going on. The note showed that I passed medicals, R10 stage, criminal checks and eligibility. Infact, as of Nov 2018, my file was being assessed by the IRCC office in Calgary. A Visa officer made a recommendation saying "after reviewing all documents and recommendations from other officers, I make the following recommendation: Recommend pass A11.2: Appears met R87.1: CEC MINIMUM REQUIREMENT - Appears Met Ready to finalize RPRF - Complete".
This recommendation was made around mid October based on the GCMS note but up to now (January 6, 2019), I haven't heard anything. Meanwhile, people who applied in September are already getting their PR, especially Outland FSW candidates. This is really frustrating
I am facing with same problem
My application has been in IP2 since 7th December and not getting any updates after that.
Hoping to hear something sooner now.

I can tell that they are working at their own pace with CEC applications because in the GCMS notes, there was a section in the security check area where they sent my info to the RCMP and other security agencies outside Canada. IRCC as asked if the application needs to be processed at a fast pace and the response was "NO". So that tells me that they are taking all the time possible. I believe you'll get yours soon

In btw, reason being my eligibility sent for further review because my employer is located in Quebec and I am resident of Ontario, working remotely.

Oh crap! That's probably because Quebec has a different immigration process and also because you work remotely. I remember that being a problem when I applied for Ontario PNP. I was a residential support worker by job title and because it read residential, they thought I was working remotely and replied me saying that I had to be working at the company's physical premises to qualify. It was ridiculous then. That's probably why yours is being delayed. Not sure though

I have applied for GCMS note on Dec 3, 2018 - still not received yet. How long are the processing times for GCMS notes in recent months?
30-40 days but then with all the holidays, you should get it by Friday or next week

I passed medicals in August 2018. Based on the GCMS notes, I passed criminality and eligibility in November last year. So, I don't know what's going on

Thank you! Everything you need to know will be in the letter and the email that you will receive. I did my landing at the CIC office in downtown Ottawa (235 Queen St #005, Ottawa, ON K1A 0H5).
They accept landing on 2nd and 4th Tuesdays of the month from 10 a.m to 2 p.m. The email asked me to bring:
1- My passport and Visa
2- COPR
3- 2 PR pictures for primary applicant, but I brought my spouse's too. The agent asked for both. Don't forget to put your name and DOB on the back of the stamped photo.
4- Previous immigration documents. The Agent will punch holes in them and return them for to keep as souvenirs.

The wait time was not long, I think it was about 10 minutes. They agent will call your name and ask for the above.
Then the agent will verify your first and last entry. For us, both were wrong and we brought our old passports to show the stamps.
The agent asked us the questions that were on the COPR document:
1- Have you ever been convicted of a Crime?
2- Have you ever been refused entry or required to leave Canada?
3- Do you have any dependants that you did not include in your application?
After that the agent stamped and put the initials on the documents and asked us to put our initials and sign the documents. At this point we were officially PR. The agent advised us that PR card will take 2 months and we should not travel during this time as we will need a travel document to get back in Canada.

Overall, the process was very smooth and the staff was professional and friendly.

Congrats again! I am planning to do this when I back from my home country next month.
