Congrats! you can email NDVO asking for a change of Visa Office to submit your passport. Sometimes they tend to ask you for the PPR email from the respective VO. All the best!
Hmm the email already says I can submit my passport to VO Ottawa (please see my initial post). Do I need to ask for a change again?

Happily to announced that I've received my PPR at Jan 7th.
Here is my timeline:
AOR Jun 1st
MEP&IP1 Jun 15th
IP2 Dec 20th
PPR Jan 7th

VO: CPC-Ottawa

According to my first notes, my eligibility was review required because of POF since Jun 15th.
I did nothing and my file suddenly moved to IP2 on Dec 20th.
I raised several CSE and IRCC told me "a decision has been made" on Jan 4th.
I ordered another notes and mailed to NDVO on Jan 6th, but the PPR mail was from HKVO.

Thank you for all your support, especially during the time when nothing happened on my application and I hope all of you can receive your golden email ASAP.

PS: I've also updated my tracker case.

Finally...

I have received the long awaited PPR emails.

NDVO sent 2 PPRs at an interval of 31 minutes (2:45 AM & 3:16 AM EST) from different email addresses.

A big thank you to the June family members for adopting a July kid and extending your support & blessings.

I am announcing my PPR in june thread even though I’m a july AOR, such is the affection with you guys and this is going to remain like this forever.

Once again, thanks to the family for help & support and my wishes for speedy PPR for those waiting.
Congratulations ladke.... Good to hear that... Now our turn... as most of the aging people ;) are clear now..

The internal processing can refer to many things:

During criminality it can refer to RCMP verification or Provincial police verification
During Eligibility it can refer to employer verification, or document verification
During security it can refer to investigation or screening by any agency authorized to do so.
Or, it can even simply mean that the application is awaiting a review from an officer.

Unless you are aware of what stage your application is, it is very difficult to pin point. Further, the only way to know the exact stage of your application is through GCMS notes.

We have been told by agents and even as per recent notes Eligibility and criminality have been marked as passed but the security has 'not started'.

This is the case with handful of us.

Would this information mean anything in this regards?

If not, we GCMS notes. Please suggest what specific information to publish here.

Congratulations to everyone mentioned there in @JenineJac post above from my side as well. I was too lazy to look for all these names but thanks to @JenineJac that problem was solved.

So, after observing and celebrating all the success so far, I am thinking what is causing Ottawa not to issue PPRs. Means c'mon, NDVO is continuously issuing PPRs even to Inland guys... Why Ottawa cant issue those PPRs ? Where they have been busy ? Or is it a change of pattern? Havent see too many PPRs from ottawa since holidays now. Is it load distribution ? then why it is for issuing PPRs only... Let them do the security as well... At least they will move those who are still waiting for more than 70 days just for the security to start (and complete)!! Any views ?

Those cases that you mention were given PPR by NDVO are usually the cases that were analyzed and finalized by Ottawa and other places such as Sydney. This is wrong point of view that NDVO is doing all the work while others don't do anything. NDVO just issues PPR these days. The rest were performed some where else and this is the whole idea of GCMS (Global Case Management System). You really don't know who does what because they all have access to files and they all do some of the work. Files move a lot between these places as each group are expert in one of the tasks. So, it does not mean that Ottawa does not do anything, it means that they are doing something else behind the scene. Now, why this whole issue of holding approved applicants, I don't know. But, it is obvious that there is a glitch in moving files in the GCMS. That is why people email NDVO to remind them to send PPR

Hey guys,

Emailing NDVO actually does help!!! Thanks for the suggestions!

So the email I got is from NDVO asking me to send passport and photographs via VFS India. Then at the end there is a section where it says:

If you have a mailing address in Canada and if you and all the accompanying dependents on your application are currently in Canada and plan to be in Canada for at least three months, you may submit your passport(s) to the Case Processing Centre – Ottawa.

You are required to send your document(s) together along with a copy of this letter by mail or courier to the following address with the additional following document....

This means my VO is still Ottawa as long as I send my documents to Ottawa, right? I don't have to request for a change of VO from Delhi or something? I'm a little confused because it also says this at the end of the email:
NOTE: Your passports and photos must be received by the visa office in New Delhi within 30 days of the date of this letter. Failure to comply with this request could result in the refusal of your application. Please include a copy of this letter along with your submission.

Let me rephrase his question adding my point of view.

Why is Ottawa delaying the security in the case of handful of us?
