Ookay thanks for your reply. Just one more question... did you speak to the customer agent recently to check for your status?
Yes, I did. I think just before I received the GCMS notes. The agent said my file was under further review and that a small percentage of applicants wait for the final decision longer than 6 months. She told me VO was Ottawa and that's it.

Hi Just wanted to share my file status

Profile: CEC inland created on 06th April
ITA: April 11th
AOR: May 11th (paid all the fee associated for PR, submitted along with medicals, fingerprints, experience letters from previous and current organizations bank statements, T4, educational credentials, IELTS, marriage certificate, passport copies..etc) with one dependant.
MED: 06th June: passed
IP1: 06th June
IP2: 18th Sep (No ADR)
PPR: 25th Sep (Not received an email to my email ID due to bridging work permit is in-process, mail received by the law office processing my work permit and was not notified me due to email went to junk folder)
GCMS ordered: 07th November VISA office: Ottawa
GCMS notes received: 10 December
After reading the notes, noticed file approved on Sept 25th itself. Based on the notes, and email address mentioned in the notes contacted law office for the PPR email, luckily received PPR email from junk folder of the law office, sent passports on the same day on 10th December along with an email to CIC about the entire story. I had a doubt, whether CIC will accept my request or not as 30 days time frame crossed and after almost 2.5 months passports were sent. But finally got the approval.
Status update: File approved on 19th December. Finally after 7 months of waiting.

Has any one seen this message for GCMS, "We are writing to inform you that the stipulated time frame under the Access to Information Act, within which IRCC has to release GCMS notes, has expired and IRCC has not yet released your GCMS notes. The delay could be due to your application being at the final stage - where IRCC prioritizes completing of the approval over GCMS; administrative delays; processing of the application by a different agency; purposeful non-release, or any other factor. IRCC does not disclose the reason." ?
If yes does this mean my application is almost done !

This is very puzzling. This reinforces the notion that requesting GCMS notes causes a delay in processing the application. On the other hand, it has been said often that GCMS notes requests are processed by a different department at IRCC and such requests have no bearing on the processing of the application itself. @legalfalcon ? We had this message too, it just means it's taken them longer than 30 days to process. Ours arrived after 45 days and according to the notes we weren't in the final stage plus it was over a month ago now.

Don't get your hopes up until you get the notes!

The GCMS notes are released under the Access to Information Act. Whereas the processing of your application happens under the Immigration Refugee Protection Act. Also, it is done by two different departments, for GCMS, ATIP and for processing the IRCC in general.

If you received this message, its simply means that your GCMS notes are delayed, nothing else.

Guys I got my GCMS yesterday. I'm may 18 AOR CEC inland. Still at Eligibility review. I have one year Foreign work experience claimed points on it but I don't have DUTIES on employment letter. So I attached self affirmation letter listing all duties on it. due to no duties on employment letter my points falling shorter then minimum required. gcms notes said Review Required for Foreign Work Experience. guys what is the fix for this???

I have a query, but the explanation and backstory is a little long. Sorry about that. Need your advise and help as to the next steps.

My AOR is 23 May 2018 with 457 CRS Score and 456 was the cutoff. However, I have not heard back anything for 6.5 Months. GCMS Notes dated 27 Sept provided some insight, which was that my (Principal Applicant) master's was deducted since the ECA said Masters from Non Recognized Institute. Now I understand this is an error on my part, but I tried to be sure by calling IRCC before submitting where the agent said that as long as it says "Masters" you should use that. Either the agent was having a weird day, or I was, but this error was made. Hence, as per GCMS Notes my CRS was reduced to I think 416.

I found out from my institution that IQAS does recognize my degree, and hence we put that in motion. But IQAS is pretty damn slow, and hence despite documents reaching them early october, I received confirmation from them of beginning of the 15 Week waiting period, only days ago. Nevertheless, that should come to us by March end.

However, in the meanwhile my spouse, who had a 7.5 Band IELTS, gave it another shot, and we just received her results. She has an overall score of 8 now. This brings our CRS to 444 (using 2 years work experience only and her current Age). She has her birthday in January, so might lose points for that. However, we can try to get more reference letters from her previous jobs (we do have all other documents for those jobs like Appointment Letters, Offer Letters, Confirmation of Resignation, Salary Slips, etc.)

We have only her last 33 months of Work Experience Reference letters. But its 13 months in one job (NOC Code 4163), and 20 Months in Another Job (NOC Code 0124). The other job, if we can arrange the reference letter is for 39 Months and in job code 4163. IF we can manage to get that, our CRS becomes 464.

So here are the questions:
  1. Do we pursue the New Application Route? Or wait for my IQAS ECA to come?
  2. What documents will need to be refreshed if we do a New Application? I know PCCs and IELTS.
  3. Can I use the same medical I submitted for the current application?
  4. Do I get any refund from IRCC if I withdraw my application now? I havent heard anything from them for 6.5 months.
  5. Any other guidance you can provide.

Try getting in touch with the company you worked outside Canada and get the duties and responsibilities mentioned on the letter head of the company.

I'm in touch with the company but they won't give duties mentioned on their company letter head bit one day before I got my gcms I sent an LOE with two reference numbers of that company assistance manager and one of my colleagues number for verification will that help or do I need to get any self affrimation letter from my colleague...any other suggestions pls..??

    This will depend on what is faster. However, even if you send the IQAS ECA, It will be at the discretion of the officer to accept it. Further, what you claim in your profile is matched against the documents you submitted. Since you did not have IQAS at the time you created your profile, I highly doubt that it will be excepted at this stage.

  2. What documents will need to be refreshed if we do a New Application? I know PCCs and IELTS.
    You can use all the same documents as long as they are valid as per IRCC.

    PCC -
    • For the applicant’s current country of residence, the police certificate must have been issued no more than 6 months before the submission of the e-APR.
    • For countries in which the applicant no longer resides, the police certificate must have been issued after the last time the applicant stayed in that country for 6 months or more in a row.
    IELTS - Your language test results must be valid (written in the last two years) when you submit your application for permanent residence.


  3. Can I use the same medical I submitted for the current application?
    Meds are valid for 1 year. However, do remember that if your application is approved, and after a COPR is issued the validity of your visa is the 6 months, the date the meds expire, or the date the passport expires, whichever is earlier. So check accordingly.

  4. Do I get any refund from IRCC if I withdraw my application now? I havent heard anything from them for 6.5 months.
    After your withdraw, the refund will be initiated automatically. It will take a few weeks. see http://www.cic.gc.ca/english/information/fees/refund.asp

  5. Any other guidance you can provide.

What I feel is once you leave the company, they would be less interested in sending you the reference letter as they have to put all that effort and time in writing the letter as per the IRCC format. But if you provide them the content of the letter, they wouldn't have a problem reviewing it, pasting it on a letter head and sending it back to you.
