I know the principal applicant must complete this form. She is also applying with 2 dependent children ages 9 and 15. Must they also full out this form? Or do you just include them in additional dependents IMM 0008DEP forms?

Read the guide. This forum is here to help but you are expected to look for answers yourself. The guide very clearly states that only the PA fills out IMM0008 and that IMM0008DEP only applies if there are more than 5 dependents.

The guide states this :

Dependent child
If you’re sponsoring a spouse or partner, any dependent children should be listed on their application forms. If you are sponsoring one or more dependent child(ren) as the principal applicant(s), you must submit a complete set of application forms and documents for each child.

So if I'm sponsoring my wife and her two children. Are her two children also considered principal applicants?

The guide states this :

Principal applicant

When a family applies together, one member must be the main or “principal” applicant. For example, a mother applying for permanent residence with her three children would be the principal applicant. When parents are included in an application, dependent children cannot be principal applicants.
