I am not sure about that.. but as far as i know it doesn't depend on that... Some one has to jump in clarify this question...
I spoke to one of my friend who is working as a nurse. She applied under CEC and received her approved application in 40 days.

I received ITA on 12-Dec-2018 and I am on closed WP expiring on 24-Mar-2019.
My medicals will be done by next week. Should I submit the application upfront and hope to get CoPR before 24-Mar-2019. Someone told me that there are high chances my application to be Rejected as my status is only valid for 3 months.
Should I apply for Open workPermit before submitting the application and attach the reference too. My employer will not extend the WP
