Are you not using any agent? Ofcourse get your medical exam done and after that notarised your documents photocopies, fill the forms from cic website that are needed for specific category and pay embassy fees. Make sop, also attach offer letter and medical photocopy along with documents. These are all the things that i know.

Do we need to open gic with 11000$ for quebec? My agent said in all around canada gic is opened with 10000$
Better to check with Scotia bank, or any other bank that offers GIC for international students. Don’t rely too much on agents. From what Irecall, the minimum fund to open was CAD10k

For visa purposes 10000 CAD is what is required. You can add additional funds up to a maximum of 20000 CAD if you want.
Even for Quebec? The purpose of GIC is that it is the projected annual cost of living for an international student. However, for Quebec, the projected annual cost of living is CAD11k.

That depends if you are doing GIC for SDS then regardless of province 10000 CAD is enough. If you are going for GIC as proof of funds then you will have to show an amount that the visa officer will accept is enough for you to survive for the first year at least. GIC is almost 99% done for SDS purpose only.

This is a direct quote from the IMM 5818 document for SDS study permit

Evidence of the purchase of a Guaranteed Investment Certificate (GIC) from a participating financial institution in the amount of $10,000

While majority of GIC are for SDS, it is not just for SDS because GIC is one of the accepted proof of funds. Read here: https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/prepare/get-documents.html#doc3

Gray area because the CAD10k cost of living is for all of Canada except Quebec.

That's what the official form says and so does Scotia Bank, CIBC and our local Indian banks SBI & ICICI. I am pretty sure if there is a difference they would know. Like I mentioned in the previous post there's nothing stopping you from adding more money into the GIC if you want to use as a proof of funds.

I have read said document and like I had mentioned if you want to use for SDS is 10000 CAD and if you want to use for proof of funds you will have to add more money. CIBC clearly stated in their website that you can add upto 20000 CAD.

What I am saying is that it is not clear really. The link I provided was also the official link from IRCC. There is no stopping us to add more, but the question is the “minimum” for Quebec.

You’re not getting the point... The question is, if we based it on the IRCC recommended cost of living for Quebec, CAD11k should be the minimum. Unless you disregard that official IRCC site (https://www.canada.ca/en/immigration-refugees-citizenship/services/study-canada/study-permit/prepare/get-documents.html#doc3)
