Who is authorised to sign a job reference letter?

I've been searching around but can't seem to find a clear answer: who is authorised to sign a job reference letter for CEC; is my most recent supervisor sufficient, or would it need to be my HR department?

I have since left the company if this is of any information.

HR or Manager, both are fine.

Thanks for your response; to clarify, when you say "manager," would my supervisor count as this, even though they're not a manager in title? They were my direct superior.

When i say your manager, this means your supervisor.
