I found this Public Policy A2(1) of IRPA, something about processing family class sponsorship.
As a general rule, CIC should accept only validly issued and non-expired passports for the purposes of the grant of permanent residence in R72. This having been said, the use of a passport which has expired during the processing of an application may be appropriate to fulfill the R72 requirements when no identity issues remain.

Based on my understanding, you don't need a valid visa then, hopefully I'm right.

It is accepted for the PROCESSING of the app. Did you read the paragraph immediately preceding that?

If a valid passport or travel document is not acquired by the applicant by the time of grant of permanent residence, the applicant may be found inadmissible to Canada. Cases considered under this public policy are not eligible for a passport waiver. Persons seeking this waiver must apply through the regular H&C stream.

Just got carried away, lol, went over to read it ,yup its for processing. I contacted our consulate, I can renew my passport if I have a valid COP.

If by COP, you mean COPR, you won't be issued one until you land, so that won't work.

Hello there, i'm in the same situation too. I don't have a valid passport, and I'm in the stage where medical received. And the requirements to renew Philippine passport is you must have a legal status here in Canada, which i'm not. Can anybody help me what to do?
What happened to your case did u get it?

My spouse is in the same situation: with expired passport and needing to apply for PR. His problem is that he has been trying to renew his passport for over a year now, but the government of Venezuela does not print any passports. The Venezuelan Consulate in Vancouver sent him an explanatory letter which states that he proceeded to renew his passport, but he is unable to obtain it due to issues at the passport services at Venezuela. Can you tell me if there is chance this letter will be enough support for spousal sponsorship and PR?

I don't know if an explanatory letter is enough, they need a valid copy of the passport. Before I got the AIP letter, they sent an email asking for a copy of a valid travel document (passport).

Hi everyone
Yeah just to let you know guys i has an issue with passport but pakistani embassy in Toronto gave me new passport within 10 days so im good to go now.
Cic request for RPRF and now waiting gor final results

I don't know if an explanatory letter is enough, they need a valid copy of the passport. Before I got the AIP letter, they sent an email asking for a copy of a valid travel document (passport).
Thank you! I thought that might be the case, but wanted to check just in case.

No, the app will not be approved without a valid passport.
