In the last 10 years, I've visited my country of origin (India) once for 5 weeks. My application doesn't have a placeholder for PCC for India and I believe this is cause I haven't been a resident of Indian in the last 10 years. Is anyone else in this situation? Do they ask for PCC for India later?
 
Not in the similar situation.
But, I believe you won't require the PCC from India since you haven't been in India for 6 months or more in continuation.

If its your country of citizenship, you can be asked for PCC. So better to get this.

My cousin was in a similar situation and he opted to get the Indian PCC since he did want any ADR's later.
His PCC took only 3-4 working days. He applied via BLS and the Dubai Consulate.

How did he submit it? The web page didn't provide a way to submit this. They only asked for one PCC and that's for country of residence.
