It's likely that they choose to continue to process their application "If you are found ineligible to sponsor".
In Part 1, Question 1 of the IMM 1344 that they picked to "proceed with the application for permanent residence". Instead of the recommended choice to withdraw (partial refund and they can start the PGP application next year).

Now the whole application process will continue until the final stage. And they will be reject at the end. Unless they have proof that they actually met LICO. And they can't submit a new application until that's either finalized or they withdraw from it.
But you have a choice to with draw application at any time. They should with draw that. I don't know with out sponsorship approval how application is in process.

They do have the option but it sounds like that neighbour is trying to see if they still get PGP PR at the end.

Pre Arrival Letter received on Nov 16

Thanks!

My parents' passports have been sitting with the VISA processing center in Beijing, China for more than 5 weeks now, just to get the PR landing documents and landing VISA. Their VISA counterfoils were first issued on October 23, then the records were removed from my CIC days later, and today finally re-issued with the previous ones becoming invalid. Not sure what was going on in the VISA office in China.

Hi all,

My Parents have US citizenship, and they stayed in USA for around 6 yrs, since jan this year they are in canada on Super visa, for PR application they have required FBI Clearance form any idea how we can get this. Also is there any place in canada we can initiate that request.

Also they have requested police clearance certificate from india as they were in India before that. Please help me with that.

Thanks!!

Hi All
My parents sponsorship application is in process (1st round), Sponsorship approval received - waiting for Medicals (London VO).
Meanwhile we applied for Extension of Stay for my mom, so that she can stay more than 6 months. (she is on super visa but office put a exit date on entry stamp). As part of Extension of stay application, they have requested for Medicals.
Question: Will this medical be reused for Sponsorship application too OR i will have to do another medicals for sponsorship application ? (costing around $400)
Thanks
You can reuse these medicals for your PR application.

Thank you, as much as i wanted to give them my opinion I didn’t want to because I do not know how it goes. But they have been spending money for sending document back and forth (criminal check cost them $300) as it is apparently being processed in our home country.
