Can we apply for her sponsorship immediately or wait till we complete our 2 years of residence and soonsor her after our PR card is renewed? Our child is staying with us in Canada with a visitor visa

How many days were you in Canada between October 10th 2015 and October 19th 2018?

In that case you are currently in violation of your PR residency requirement. You'll need to live in Canada for two straight year before you will be able to sponsor your child. If you apply early, you can expect the application to be refused and for IRCC to begin processes to revoke your PR status.

Why? Is the 2 years calculated from the day we got our PR or before the date our PR card expires?

It's calculated from the day you landed. Your PR card expiry date is irrelevant.

You'll need to extend your child's visitor status every 6 months and, depending on the province, you'll need to take out health insurance to cover any emergency situations. Regular care will have to be paid out of pocket. Some province do cover children of PRs but many do not. Same thing as schooling. She require that the child show their PR card although you have a year or more until you run into that problem. Your child should avoid leaving Canada because there is no guarantees she/he will be let back in. You should apply for extensions online.
