MPNP--help need regarding EOI question

Today my brother in law got mpnp LAA..
But when he entered his EOI
He answered "NO"to following questions

Have u or your spouse ever applied to any PNP or federal immigration program with an intended destination outside Manitoba?

But he never applied any PNP but he applied TWO times Visitor Visa for Toronto which was Refused..
He thought Visitor Visa is not a immigration program that why he answered "NO" to above question

My concern is what should the Answer to above question ?
He should decline or contact to MPNP ?

Count only spouse and children.
Except you.
so suppose no kids but married then 1,if two kids then 3 so on.

Thank you Sandy007. Your answer is very helpful. I dont have a kid but my spouse has 1. I already emailed MPnP and they said that the child should not be included. So I will answer 1.

If your spouse has 1 and child accompanying with you..den answer should be 2.
If that child legally not living with mother and accompanying with you den might be 1.

The child is not accompying us as she is staying with her mother in the USA. And in our country, the child born out of wedlock is under the sole custody of the mother that’s why my husband was not informed when the child was brought abroad.
