Canada temporary resident visa refusal

My TRV visa application, along with my family, got rejected twice in 2017 to 2018.
I have been in Dubai for the past 20 years, have traveled multiple places including Canada (in 2005)
My spouse last traveled to Canada (2005) and US in (2007). Three kids under 12 have never traveled anywhere except to Pakistan.

My wife's sister is a Canadian immigrant.

We applied in 2017 January and provided relevant supporting docs, invitation letter and associated passport copies from our hosts in Canada but the applications were refused with the comment :

" You have not satisfied me that you would leave Canada at the end of your stay " considering below factors:
  • Family ties in Canada and country of residence

In our next attempt we, focused more on how to improve our supporting docs on above refusal, provided comprehensive supporting documents including

  1. Bank Statement
  2. Previously issued visa passport pages copies
  3. Company salary letter
  4. Company health insurance letter (stating all names with full coverage amount)
  5. Health insurance medical card photocopies (all)
  6. Confirmed return air ticket (for all)
  7. Home tenancy contract photocopy
  8. DEWA electricity bill photocopy
  9. UAE ID photocopies (all)
  10. Original passports (all)
  11. Marriage certificate copy
  12. Birth certificate copies (for kids)
  13. Letter from the school stating that all three are the students of the school
  14. Signed invitation letter and host passport and driver license
  15. List of previously traveled places with dates. (Kids never traveled to any other country)
but alas it is refused again with the comments :
" You have not satisfied me that you would leave Canada at the end of your stay " considering below factors
  • Travel history
  • Family ties in Canada and country of residence
  • purpose of travel
Purpose of travel mentioned in the application was "Visit"

Can anyone please help me out here and suggest what could possibly go wrong

3. Did you include a leave approval letter from your employer? Any property/land ownership in the UAE or Pakistan? Can your children stay with a relative when you visit?

To meet relative (my wife's sister) with family during school winter holiday in UAE.

2. When does your work permit/residence status for the UAE expire?
It expires every three-year. Next expiry is 21-05-2019.

3. Did you include a leave approval letter from your employer?
I included service and salary letter. No leave dates mentioned.

Any property/land ownership in the UAE or Pakistan?
Not in UAE but In Pakistan there are few but I am paying the mortgage .

Can your children stay with a relative when you visit?
No.

did you include those properties in your application? I mean those along with businesses are usually the reason you will return to your home country.
