UCI Number

Hi Friends,
I applied for my mom through paper application about 2 weeks ago and we sent passports with her file. After that I linked the paper application to my online account. She was refused visa twice about 2 years ago. Today I checked online that the Final decision is showing - "Your Application was approved". Under documents its written - counterfoil and theres a document number as well. Her name, passport number everything matches but the UCI number is new. Doesnt match with the previous UCI number. My question is, does it mean she got visa? Is this a new UCI number because she got approval or is there something to worry about?

Maybe it is a new UCI number. She's been approved as everything else matches the counterfoil
