How to contact the Ottawa office from India?

I have been waiting for my PPR to arrive for above 3 months now. I called CIC and they informed me that my application is being scrutinized at the Ottawa office. I would want to reach out to them preferably on call to gain a clarity as to how long it will take them to reach final decision. Can someone please provide a direct number for the same. I will be calling from India so may a number which I might dial from Google Hangouts..?
