Do anyone know if study permit processing is resumed or haulted during national holidays where vfs centres are closed ?

1. IRCC staff don't normally work on national holidays. Look at the office's web sites they usually show the dates closed for holidays.
2. For example here the closures at New Delhi

2018-03-30 Good Friday
2018-04-02 Easter Monday
2018-07-02 Canada Day
