My son did his 9,10,11 std from Canada
Then 12std from India
Then 2yrs diploma civil engineering
Then 2yrs degree civil engineering and fail in 2yr
Now he wants to go Canada again
How to evaluate his degree..
Only diploma?
Will he get credit for partial education..
Will he be a diploma or bachelor in education according to WES

You didn't answer whether he wish to clear the 2nd year of civil degree or not. If he clears it then WES will be in better position to provide their evaluation. Which I suppose will turn out to be diploma and then he can pursue a degree program in Canada.

For certain, the WES evaluation is needed to pursue further studies in Canada. So go ahead and get it done. There is no point in delaying.

Other challenge will be to secure a seat in college or university. Since, your son has a PR so I am hopeful that certain institution can offer him seat. If he scores well then he can always get rest of the program transferred to better institution.
