I have applied for TRV visa for Canada from india Ahmadabad vfs and they sent my file to Bangalore vfs i got mail from Bangalore vfs your file proccessing bangalore vfs ,and after 25 days all file processe may be slow because we got to many file but same mail from Bangalore but after 10 day I got mail from delhi vfs and it's says you are refuse whats that mean, my file processing in Bangalore so why they refuse from delhi and why delhi sent me mail not bangalore ,
And after 4 hour i got mail from Bangalore vfs your file dispatch through vfs courier , so what that means all
 
Can you post your complete timeline. What date you applied and when did you get the delay email and the final decision email.

Unfortunately, you have been refused. You will get the TRV refusal letter with your passport.

It's like this:
As you applied from VFS Ahmedabad, the visa office for your state/region is the Bangalore visa office. However, IRCC can assign/move applications to other visa offices. That's why your application was processed by the New Delhi VO

as you say IRCC can assign/move application to other visa office that s way your application was processed by the new Delhi but now may passport came from Bangalore

Your application can be processed in multiple locations for efficient processing. It doesn't matter where your application is processed but if you do want to reapply for a Visa, you'll need to address the refusals stated in the application which you will get back along with your passport

Your paper application was scanned/transferred electronically to the New Delhi visa office for processing while your paper application and passport was with the Bangalore VO
