You must reapply... First Apply for CAIPS notes if you wish to do so...
Please Please Please do not listen to your agent if they r insisting you to reapply on your previous submitted documents. They force students to apply just because they are getting monetary benefits through them.. they are least worried about student's career. Agents usually think if student has got the rejection then might be student is fortunate and may get succeed in their second or third attempts because if student is lucky then they will be receiving hefty amount in the form of commission from the College..
First get to know what is the exact reason..
Might be.. from Visa Officer's perspective your current chosen program is irrelevant...
What I think .. PTE could be one of your main reason for this refusal.. I've also heard about a student who got refusal because they submitted PTE not IELTS... i believe Canadian embassy prefers IELTS.. May be but am not 100% sure.. It depends upon Visa Officer..
But in the morning you said that you have received an acknowledgement letter for the third time.. and now you r sayin you got refusal.. Strange.. have u received ur passport?

I haven't seen any option in Online Account to send the message to embassy. Can you please define it as how you have sent it.
Is it true that you get a visa rejection within a month and if your application has crossed that period more often than not you will get the visa?
