Hi, I have two questions-

1) If I don't pay the RPRF immediately, approx how long does that hold up the application?

2) I know reading on old posts, it doesn't matter if you sponsor Outland if they are in Canada. Is this still the case? I am planning on staying in Canada while waiting (visitor extension) so does it really matter if inland or Outland? Thanks

2, still the case, but you can't work
 
We paid the RPRF upfront for my wife, not sure how much it speeds up the process but doesn't seem worth adding any delays to what is all ready a lengthy process, and good to get it paid (assuming can afford it). Seems that when they issue any kind of request they give you say 30 days to submit, so they might not even pick up the file again until the request deadline so possibly it might add a month delay to the process even if you pay it on the same day they request it.

I would apply outland still. Processing is 4-6 months right now for Americans.

Also - god forbid you have to go home for an emergency. It's much safer to have an outland application in that instance.

I have paid right of permanent residence fee (RPRF) on 1/22/2016 when CIC asked me to pay fees and submit other relevant documents. Two days ago, I have received a message in my GCKey online account where I have been asked to pay RPRF for me and my spouse and submit bio page of all dependents including principal applicant by 27th of June. Actually one of friend in Canada paid the RPRF on behalf of me and he also sent me the PDF money receipt from CIC. I have that money receipt. I just wonder why HKVO asked me again to pay the fee. I raised a case specific inquiry to know whether it will be okay to upload the CIC money receipt in my GCKey account. Can anybody suggest me whether it will be okay to upload the money receipt in my GCKey account I have with me right now. Any help will be highly appreciated.
