Hello. I wanted to ask about my case. I landed in Canda in March 2000 and got my PR. after that i had to return back to my Home country because of some family issues. I applied for the renewal of my PRC but got a letter from the Card distribution Centre that i havent fullfilled RO and i have to provide Documents justifying it or else my PR card application would be abandoned and i would have to reapply. I asked for the extension in submission of the documents and then got busy in some important family issues and couldnt provide them with the documents..They called me for a hearing but since i was in home country and still busy resolving those issues, i couldnt attend that and i wrote them a letter providing them the reason.
Now its been 8 years to all this, My daughters graduation Ceremony is in June 2018 and i want to attend that. My Wife is a Canadian Landed Immigrant who is in canada with my Daughter who is a Canadian Citizen. My son is also a Canadian Citizen and so are my 3 Grand sons and my Son in Law. Now i want to know whats the best possible option for me to apply? can i apply for a Travel Document? i want to attend my Daughters ceremony and save my PR as well.

Looking forward to your responses. Thankyou

There is no chance for you to save your current PR in my opinion. Renounce and get your spouse to sponsor you again. The only way you will be able to attend your daughter's graduation is to fly into the US and go through the land border. They will let you in as a PR as long as it hasn't been revoked already. Given that you didn't attend your hearing it could have been already revoked. You should figure out your current status first before making any plans. Once you revoke or lose your PR it will likely be impossible to get a TRV given your ties to Canada are so strong.

Thankyou for your response. Okay so my chances for saving my PR are very less. I wanted to ask if i can apply on H & C grounds? plus my whole family is Candian and i am the only one left so wouldnt that give me an edge?

You lost your PR status when you failed to attend the hearing 8 years ago. You're no longer a PR.

Applying for PR through H&C is only possible if you are physically in Canada. Your reasons for applying for H&C are weak given you chose to remain outside of Canada. H&C processing times are long (2 years) - it would be far faster for your wife to sponsor you for PR (1 year processing).

You'll have to apply for a TRV or eTA (if you are visa exempt) to come to Canada as a visitor for the graduation.

So can i apply for a TRV? am i eligible and is it confirmed that i have lost my PR since its mentioned on Cic that those whose PR card has expired should appy for PRTC rather than TRV

Yes you would have to apply for trv. It will be up to CIC to decide whether you get the visa. It's not about having a PR card it is about whether you are a PR.
