Yes, you can use the USA phone number and whatsapp in Canada...
ATT, T-Mobile allows free roaming in Canada.
ATT (prepaid 45$ plan) is the best i would say.. Roaming is free in Canada. Calls to USA and Canada are free.. But canada ppl cannot call to that number. It will be a long distance call to them. Here is the solution.

Option 1 (short term solution):
You can download an app for getting Canada number and then provide that number to everyone in Canada. You will receive the calls via that app.

Option 2 (long term solution):
Port your US number as google number (20$).
Get a canada number. Install hangouts.
You can still use USA whatsapp number and you can receive calls and texts through your hangouts.

You cannot get a VOIP number validated by Whatsapp. So if one ports their US number to Google voice, and changes the phone, they will have to change it to Canadian number eventually to keep whatsapp going.

I was able to validate VoIP/Google voice number on WhatsApp, to validate you should select the call option instead of text.
