I am pursuing my masters in the USA and will be graduating in December 2018. I want apply for Canadian PR, In the Express Entry application, there is an option that we can add incompleted postgraduate degree help with CRC score?
I WES Review the incompleted Degrees as well.

I did with Fed-Ex. Process was very simple.
1. Create FedEx account and go to local FedEx and give the details. They will generate return label too.
2. You can do this process online too (but visiting office is advisable)
NOTE: Make sure they include "Commercial Invoice with 0 value" with your shipment.

If not is the getting PCC via Indian Consulate or Embassy is the only way?

Not possible. You need to upload the degree certificate as a proof of education while you submit your documents.

Better to get from consulate as cic website suggests that for citizens who reside outside India. Also it is advisable that your PCC is dated after last time you had visited a country.

Before you can submit your EE profile , you will need to provide the record number of the WES evaluation.

Congrats! It was quite a hassle for me to get the prepaid envelope and for a reasonable cost, but I eventually used FedEx Ground. I mailed off my post PPR docs on March 14 via USPS First Class International and my application was approved this Monday the 26th. Today I got tracking email from FedEx saying that the return envelope has been shipped.

USPS First Class International mail is supposedly reliable but doesn't have tracking, and is slow. Sending by FedEx or UPS is more common, but it's a lot more expensive. I won't be ready to move until May anyway, so I decided to go the slow and more cost effective way. I was first quoted $68 something from UPS for something like 2 to 3 day delivery, and $56 from FedEx for the same. UPS website made it easy to create prepaid label, but so expensive! FedEx was a real hassle. I couldn't do it online, and I called the help desk that was very unhelpful and difficult to deal with. You also have to create a FedEx account to do a prepaid label, but I couldn't sign up for FedEx account online because it kept rejecting my credit card numbers. I finally went into a FedEx store and the employee first directed me to a computer and I found out I would still need to create FedEx account. Those computers also rejected my credit card for creating account. But the employee was able to do so manually, after a wait in line, and I finally was able to create the prepaid return label which actually ended up being $25 something for FedEx Ground 3 to 5 day delivery. Then printed it out and it generated 5 sheets of paper, mostly for customs. At least the employee knew what to do and put them all into a plastic pouch folded up and stuck to my return envelope

But there is no option to send it to IRCC, Can anyone help how to send scores to scores to IRCC?

I used USPS to ship, and FedEx to return.

I applied a couple years ago, and at that time you only got points for completed education.

They are asking where physically they need to send the paper result which has the TRF. You do not need to give IRCC number.
But after the exam and after two weeks when you can see the results you can view the TRF . I think with TRF number they(IRCC) can view youre results
