hi guys! Ive been here in the philippines aince august 2015 and my prcard was expired last last march 2017. And i need to gi back ro canada? Can i still apply for PRTD.. been lived in canada since 2007. Can i still go back? Plz help me.

Sure you can apply if you meet the residency obligation requirements. If you don't meet them, expect a refusal and revocation of your PR status.
From your limited narrative, I don't think that an H&C application has merit.
