Valid date: France Bulletin No. 3 certificate

I'm gathering all my documents to submit my application for conjugal sponsorship, to sponsor my boyfriend who lives in France. He obtained a copy of the Bulletin No.3 certificate which was dated October 2017 but now we are in March 2018, it's been 5 months since he has received it. My question is, is it still valid for me to use it with my application that I plan on submitting in the next week or two? He did apply for a new one but it has been 4 weeks since the new request and he has not received yet. Please advise.
