Where does the online TRV processed

Hi seniors , i am sorry if this is already covered. Say, i applied my TRV from CANADA on behalf of my parents who are in India , where does the file goes ,does it goes to the same country of residents where they are living or file can be processes any part of the world wherever there is Canadian Visa office. And send a letter to Delhi home office for stamping.

Online applications can be processed by any visa office in the IRCC global visa office network.

If approved, your parents will need to submit their passports to the nearest VAC for visa stamping by NDVO
