Yeah this is unusual.
Although looking at the brighter side at least we know that they are working and not just sitting on our papers.

Looking no good news brother. Seems like VO takes lots of time for taking decision.

Only we have an update. We received the provincial nominee certificate today from Quebec (CSQ). Now everything depends on Singapore VO. Lets see what will happen!

decision was made by Canada vo,not by sgvo.

Actually this is specially for the Quebec province, Canada. It needs only for the applicants who are processing their file from Quebec. And this decision was made by the provincial immigration office i.e. Quebec immigration office.

My file transfer may 09, 2017 in SGVO police certificate expire one year in this month (from February 2017 to february 2018 ) before MR . Is it need again PCC before MR?

Did you submit your police clearance to them? If you already submitted then I think no need to do new PCC or VO will inform you if they need new one.

My FT is on the same date as yours and my PCC is also expired. I heard that they will ask for it.
