you applied in December 2016 and got DM in March 2017 ? Just 4 months to get an app finalized is amazing...
They applied before the process was streamlined. It was not uncommon for US outland apps to be finalized in 4 to 5 months.
 
well, do you have any friends or family who are still residing in Canada ? may be they can call from the canadian number and you can conference in ?

not sure if it is a good idea though as you will be sharing your personal info.

Keep in mind, if the sponsor has not filled out the Use of a Representative form, IRCC will not release information to the sponsor. The request has to come from the principal applicant. (Insanely stupid, but just the way it works). So if you've been submitting your webform requests from the sponsor's name and not the PA's name, that could be contributing to the issue of not hearing back.

Same with calling in - if you have a friend or family member conference you in from Canada (which I HIGHLY RECOMMEND you do) - make sure the principal applicant is the one who calls in so that you can obtain as much information as possible.
 
Okay weird thing. We tried to contact them with the email that I (the sponsor) put on the app but it says that it's not connected. Do we use the applicant's email?

I suggest you contact the MP for the riding where you intend to live or where you lived previously ASAP and ask them to inquire with IRCC. You can also send in the Use of Representative form for a family member in Canada to inquire on your behalf.
 
I've tried those numbers before. If you call the 888 number from the US you get told the toll free number is not available from you area. When I try it with a calling card I get the same thing even with a Canadian access number. When you call the 613 number it just directs you to the toll free line by going through the menu and I get the same message. I've tried this all before. We have another email out to them already right now.
I just tried it now and I got in.
 
Is there someone in Canada that could do a 3 way call? Or send you a Canadian SIM card that you could put in your phone and use just to call CIC?
 
Yeah, getting a Canadian phone number in Skype should do the trick. They actually check whether you're calling from a Canadian number, not whether or not you are physically in Canada. I used to use my husband's Canadian cell phone number to call in from the US and never had issues getting through that way. Whereas if I tried to call in using my cell phone, which was tied to a US number, even when I was physically in Canada it would not connect me. So it's definitely about the number and not actually where you are located.
