Still working on it. Tried the calling card truck but it hasn't worked so far. Sent an email yesterday - says 20 business days but last time it was quicker.
Is the sponsor in Canada? Do they have an address in Canada? If so you can contact your MP, sometimes they are extremely helpful (mine was), and they have a direct line to immigration.

Yes I am. I am a Canadian citizen who is in the US on a student visa (about to graduate), got married 1.5 years ago, and applied to bring my wife to Canada on a spousal sponsorship 1 year ago. So she is American and I am the Canadian sponsor but we are both still in the States.

I was going to say, surely you can phone IRCC from anywhere in the world (why would an immigration service not accept calls from outside Canada lol), the OP must be dialling the wrong number.
That's not true. The 1888 number is only good for in Canada. It's actually quite difficult to reach them on the phone from outside Canada.

I've tried those numbers before. If you call the 888 number from the US you get told the toll free number is not available from you area. When I try it with a calling card I get the same thing even with a Canadian access number. When you call the 613 number it just directs you to the toll free line by going through the menu and I get the same message. I've tried this all before. We have another email out to them already right now.

It wouldn't make sense that the medical has expired if the current average processing time is 11 months.
My thought was you did the medical before applying...as that's what they wanted previously. So when was medical done?

If the decision was made in March 2017 then I don't see how it could be relevant either way...presumably they did the medical at some point in 2016 or early 2017 and were approved after that when they got DM in March.

That is bizzare then, why would an immigration service make it so difficult to be contacted when many of their clients will obviously be residing outside of Canada!

That I don't know the answer to. I don't know if it's a matter of the sheer volume of international calls and they'd have to pay for it if it was a toll free number....no idea? There could be a legit reason, or perhaps this is another silly CIC thing, but yeah, not easy to get a hold of them from outside Canada.

well, do you have any friends or family who are still residing in Canada ? may be they can call from the canadian number and you can conference in ?

not sure if it is a good idea though as you will be sharing your personal info.
