Question:

One of my friends applied for Citizenship in Oct, 2017 under 3/5 rule--> Got AOR in November --> IP on Dec 07 --> Received a letter yesterday from Sydney dated Dec 18 saying preliminary review on his file is complete & that his file has been sent to Program Support Unit for final review.

Does anybody know what all this is about and how his application might/would be delayed as a result?

Any use applying for GCMS notes?

There is nothing prohibiting asking for urgent processing for any reason.

Whether or not IRCC will urgently process the application is a separate question.

Generally, with rare and narrow exceptions (compelling medical necessity), as far as any reporting has reliably indicated reasons arising out of need to travel internationally do NOT lead IRCC to urgently process a citizenship application . . . whether for visiting family abroad or to meet job travel needs.

But the applicant can ask. And, perhaps, it might be granted. Not likely in this circumstance but possibly. Urgent processing is almost entirely at IRCC's discretion.

What I know about this unit is that it is a special internal department of IRCC, applications sent to it when they believe they need more investigations and the normal processing time does not apply to such applications.
Does your friend has any abnormal situation? Like does he travel a lot?
Please tell us more about his condition

Maybe the name change request has triggered the PSU referral.
They may want to make sure that there are no security reasons behind his request to change his name.
Honestly, I don't know if GCMS is worthy or not in such case but I don't think requesting it would hurt as at least it may mention the referral reasons.

Time for the applicant to exercise some patience. (Note exception discussed below.)

A client's copy of the GCMS citizenship application file is NOT likely to reveal why there was a referral to the Program Support Unit.

Why this has been issued by CPC Sydney (as opposed to a local office) is one among a number of questions which come to mind.

As noted by others, perhaps it is simply the name-chance which triggered this, in which case so long as the name-change meets requirements that should be resolved without much delay.

But the why is mostly an unknown, at least for now.

In particular, whether there is a serious issue, something problematic, is NOT clear. There have been few reports of this (or a similar) procedure . . . most probably going back to 2013, at least 2014, when large numbers of RQ'd applications were being referred to a centralized processing unit.

BUT, BUT, the applicant himself or herself is not entirely in the dark. The applicant knows the case. If there is some reason to be concerned, some potentially problematic issue, the applicant almost certainly has at least some idea what that is, what it is about. IRCC does not manufacture problems. If there is a real problem, it is a problem that exists in the facts and circumstances of the case, and the applicant knows what the facts and circumstances are . . . including historical matters, such as whether the applicant has used a consultant in the past who was not an authorized representative.

As I initially noted, this is probably a point in time during which the applicant should exercise some patience, a time to wait and see how this goes, to wait to learn what happens next.

BUT if the applicant knows of something potentially problematic about the facts or circumstances in the case, or the applicant's history, this may be the time to at least obtain a consultation with a reputable, licensed lawyer.

I have one questions; I saw you all requested for urgent processing; I have a friend intending to apply for Urgent processing as he has to travel to USA multiple times for work purposes. How did you apply for urgent processing, I mean what other extra documents did you submit to request for urgent application processing?

Hi,

I could not tell you if your friend has sufficient reasons to apply as I am not an immigration expert. The only thing I can tell you is that personnally I have joined a letter from my Government employer explaining that I need the citizenship before the end of the current fiscal year in order to keep me working for them and be hired as a permanent employee as I am the only one qualified for the job.
I don`t know if CIC will consider that this meets their urgent requirements, in the end it is up to them.
To date, my application has not been processed any quicker, I was among the 17500 applications sent the first week after the change of the law and I have only received an AOR in december.
So I am just waitig patiently like everybody else :)

That depends on the CPC location. And that too is becoming harder to estimate now. For Toronto, typically 2-4 weeks from AOR. But could be longer now.
