After months of preparation to get the ITA and another long months of preparing the documents, our application was refused due to insufficient funds! We provided proof for 21,721CD and they require 25,993 CD for a family of five! We provided other documents saying that my husband will get an end of service award that is over 80,000 CD! But they say they need the money ready! HELP! What can we do?
 
Sorry to hear that. However, your application was correctly refused. I would recommend you to reapply with the required fund this time. Good luck!

Agreed with the above. You were correctly refused and should have been expecting a refusal since you didn't meet the proof of funds requirements. The funds have to be available at the time you apply.

You'll need to set up your profile again and wait to receive ITA again.
 
That is such a unfortunate case! I read about proof of funds and my understanding is that the money needed to be ready upon arrival. Which is what we presented and were planning to do. Reapplying would be our only option then? Don’t we have a chance since we mistakenly provided this information? The difference isn’t that much and we can provide another statement with the balance. We submitted our documents November 4th and we received the decision December 19th. So we already made the difference. I will also sell some assets, does that make up for the problem? Can’t we appeal or do something with this same application?
 
IRCC doesn't usually reopen cases when it is refused due to the applicant's mistake. However, you can try to raise a CSE via IRCC webform (link here) and ask to reconsider your case and reopen it with the updated statement. There is nothing to lose trying that option.
In the meanwhile, you should get back to the pool right away by creating a new EE profile and wait for an invitation. In fact, you may receive an ITA before getting a response for your reconsideration request. Good Luck!

There's nothing to appeal. Appeals are successful where CIC has made an incorrect decision in an application - in other words in cases where they made a mistake. However your application was correctly refused. You need to have the full amount of the funds available at the time you apply. This is a very basic requirement to qualify which you didn't meet. CIC hasn't made a mistake - you were the one who made a mistake and submitted an incomplete application. An appeal will take a lot of money and time and then almost certainly fail. If you decide to appeal, you cannot start a new EE application (you cannot have two EE applications in process at the same time).

As the person above suggested, you can try asking the visa office for reconsideration. However the most likely outcome is that they won't consider your request since you didn't meet a basic requirement to apply. In that case you will need to create a new EE profile, wait for ITA and then submit a brand new application.

I'm confused why you are so surprised by all of this. It sounds like you put a lot of work into your application so you should have been well aware of the proof of funds requirements and the fact the money had to be readily available. Did you think you could simply ignore certain application requirements?
 
I did as advised .. I contacted the visa office trying to reopen the case and I submitted a new EE. Let’s see how it goes.

As for your comment/question Scylla, I clarified above that we submitted a document specifying that when we leave to Canada my husband is intitled to 80,000 CD end of service. The document was signed and stamped from officials here with the number clearly stated. So I did think I will get away with anything.


Is there a way to know when is the next draw?

You still seem confused about the the minimum requirements to apply for Express Entry. The proof of funds cannot be future funds - you must have the funds available and in your bank account at the time you apply. This is one of the most basic requirements of the Express Entry program.

There is no way of knowing when the next draw will take place or what the points cut off will be.

Yes - you can sell assets and deposit these funds into your account to meet the proof of funds requirement.

And who are you exactly? I believe the question was directed to Scylla.. clearly you haven’t read the story from the beginning, just jumped to answer.
