I am an international student from India. I want to go for the flagploing to get the open work permit. My question is do I need to have a canada visa to do this as my visa is expired but I have my study permit till March 31st. I do have visting visa for USA.

Its post graduate work permit as I finished my studies.

You try to apply at the border but then again CBSA officers has the right to refuse you from applying there. Most of the time they will refer you to apply online. Applying online will give you implied status and you can continue to work and remain in Canada. But its up to you whether you want to call the border where you are closet to and ask them.
