In 2016, there was no lottery system. All Applicants received the AOR in Feb. In 2017, applicants name were announced in April-May. Hence add the delays of 4 months to 2016 timeline.
I think its more about year spots limit up to 20000 visas only

I just received a letter today in the online account that my parents application was transferred to home country. This is odd, their sponsorship approval letter in August 4,2017 stated that it was forwarded to CPC-Ottawa. I recently added our youngest sister as dependent due to the recent change on the age. Is this possibly why? Anyone who is in similar situation? Both of my parents are here under supervisa and I am really hoping this process is fast and I was worried that forwarding the application to home country in the Philippines will delay it...

what the reason to worry if everything is already happen :)
your sister will send passport to manila and parents will send it to ottawa

Local offices are faster than Ottawa. You are lucky.

In the first round, I have heard that Mississauga office requested for NOA even though applicant gave consent to access CRA. Did it happen for all applicants or just few? If so, did CIC email or you have to check online?
 
Processing time for parents still shows Processing Jan 2014 and hasn't moved in a year. This is NOT GOOD. I wonder if there is any consensus here and if people are willing to join forces to write to minister of immigration to consider expediting parents as part of the new Million immigrants to come in as all those waiting for their parents have suffered long wait times:

There are probably 100 people on this forum who can sign a paper and I would like to volunteer time + anyone else who can help - to send a request to some immigration firms and request their clients (who sponsored parents/grandparents) to make a request as a petition to the minister:

Interestingly, I'm aware of people who applied in 2015-16 and have already landed. I believe that's just a generic date, each year moves ahead differently depending on the rules. Also, every case is different.

Not everyone. You will get email and/or letter.
 
Important information – OHIP+: Children and Youth Pharmacare

Ontario Government launching OHIP+: Children and Youth Pharmacare

Starting January 1, 2018 all Ontario residents age 24 and under who have OHIP coverage will be automatically covered by OHIP+: Children and Youth Pharmacare.

All that will be required at the pharmacy is a valid prescription from their doctor and their valid health card or health card number. There will be no out of pocket costs, such as deductibles or co-payments.

This program will stop for Ontario residents on their 25th birthday.
