The call center as well as online tooling systems are notoriously unreliable, I would take what they say with a grain of salt.

If you have a genuine relationship and provided sufficient evidence, I would try not to worry too much.
Its the delay im concerned with. Its already a fairly long process with erratic timetables.

paris office is at work today at least. medical changed from under review yesterday to successful today.

I am PA and my wife got AOR 1 email on 9th of November.Its been 4 days now still we could not link the application.so is it normal or should get link instantly?only Sponsor got email.I have not received any email from CIC.In mail they have given UCI and application number so by use of that tried so many times to link but no luck.
We had trouble too, the kicker was the question "How many people on your application?" We answered "1": I'm sponsoring my husband, with no children, so we figured it was "1". Wrong, we finally gave it a try and said "2" (Sponsor + Principal Applicant) and that worked. So try again, and include the Sponsor in the count of "how many people on your application". It's completely stupid, but, honey, it works!

I got an e-mail this evening stating that our application has been forwarded to my partner's visa office (Mexico). This isn't AOR2 though, right? I'm just wondering if I should enter anything in the spreadsheet, but I'm thinking not. Cheers!

Same, I got the email telling me that it's in transfer.
Looking at the sample templates on the spreadsheet, it seems to tell me that this is only a notification the application is transferred to the VO that is responsible for further processing the application.

ECAS still hasn't change its status for me, so I hope that once it's properly received by VO, it will change to "In Process".

There's another part that stood out to me... My spouse is from Japan and from what I've gathered, it should be processed at Manila's VO, however, my letter says this:
Dear Sir/Madam,
This refers to the Application to Sponsor a Member of the Family Class you submitted to this office on behalf of XXXXXXX and family (if applicable).

This message is being sent to confirm that the Application for Permanent Residence for your relative(s) will be processed at CPC Mississauga.

sometimes they process application in Mississauga if your visa office is back-log, so all your processing will be done in miss.

it means your application has been transferred, you will get an email from your VO office that will be your ARO2.

AOR2 is basically a notification saying that file has been transferred to another visa office?
Who gets this email? PA or Sponsor....?

As a sponsor I got an email saying that my Husband's file has been transferred to New Delhi and ECAS status(for PA) has been changed to "In Process"

I am PA and after getting AOR we could not link it.Its been now one week .Today sponsor got an email of medical request.I wonder that they have not asked for Shedule A and PCC yet.Is it normal? kindly guide us if someone have same situation.

We tried all the options which are mentioned by forum members but it did not work.still it is not linked
