Hi my daughter will be graduating from high school in May 2018. She would be applying to a Canadian college my wife will be joining her as legal parent. The question is I have two other daughter 13 and 15 can they join my wife? Since she cannot leave them behind.

The short answer is no.

There is no way for your wife to come as your daughter's legal guardian. There is no such visa. The study permit only allows your daughter to come to Canada - your wife cannot accompany her and cannot live here with her. If your daughter is underage, you will need to find someone who is already here (e.g. as a Canadian PR or citizen) to act as her guardian.

There's still nothing there regarding parents coming with minor children. This link deals with bringing your spouse or common law partner. And also with bringing your minor children if the parent is on a study permit. None of this applies to having your wife come to Canada with your daughter.

Again, there is no visa that allows a parent to accompany a minor child.

Yes it can be extended but only with valid reason. CIC won't extend the stay based on the reason wanting to remain here with your daughter. In the event that her stay might be extended, you won't know how long can she stay for.

There's no guarantee she will even be allowed into Canada for six months. She may only be allowed in for a few weeks. That's up to the CBSA officer she encounters at the border. Yes - she can apply to extend, but it's up to IRCC if her application is approved.

A visitor visa only allows her to visit Canada temporarily - not live here. Again, there is no visa that allows a parent to accompany a minor child on a study permit. This is why you must find a guardian for your minor child who is already in Canada. Sooner or later your daughter will be left alone in Canada - your wife will not be able to remain in Canada with her the entire time.
 
Oh - and to answer your questions about your other daughters. If they want to come with their mother to Canada - then will have to obtain visitor visas too. Since visitor visas only allow them to visit - they won't be able to attend school while here.

Your wife would need to apply separately for a TRV (assuming she does not hold a visa-exempt passport) in advance to enter Canada as a visitor only. There is no guarantee this TRV will even be approved in the first place, and if it's denied then she would be unable to accompany your daughter to Canada.

If she does hold a visa-exempt passport, then all she would need is eTA to fly to Canada. And as mentioned, how long she is allowed to stay will be up to CBSA upon entering, and up to IRCC for future requests of visitor extension.
