Did I do the wrong French Test

Hello guys,

I sat for the TEF Canada Test on 7th September 2017. I'm registering French as my second Canadian language. I scored as follows:

Reading B2
Listening B2
Writing B2
Speaking B1

My document reviewer left the comment: 'REFUSED Please note that this language test did not meet the minimum requirements'

Does anyone know where I went wrong? Did I register for the wrong test?
